Transportation and Infrastructure


Chairman: Mr. Michael Correia

Terms of Reference

  1. To develop and lead a team that can mediate, advice, advocate and communicate with all stakeholders on issues in relation to Infrastructure and Transportation at the national level for and on behalf of the private sector and for national interest which includes roads, bridges, ports - sea and air, airstrips, sea defenses, dredging of rivers and air, water and land transportation modes and routes.

  2. To monitor development on priority infrastructure projects which will significantly impact on the economic and social development of Guyana and to obtain all relevant documentation/proposals on these projects.

  3. To develop and present plans for consideration to the relevant authorities in the areas of responsibilities mentioned in 1 above.

  4. To critical review all plans and existing situations in relation to agreed priority areas and to make recommendation for improvement.

  5. To hold discussions with key government functionaries, consultants, investors, and organisations etc., on proposed developments with the aim of obtaining a clear understanding of what is intended and to communicate the views of the PSC as necessary.

  6. To consult with other key stakeholders on proposed developments and give due consideration to their views and positions.

  7. To identify and develop positions on infrastructure which are necessary to promote growth and development and where necessary improve the well being of the population.

  8. To communicate to the PSC Council, the wider business community and other stakeholders information on significant infrastructure developments.

  9. To represents the Private Sector on the National Competitiveness Strategy group and other functioning group, bodies, agency etc that seeks to addresses or administer these areas mentioned in 1 above.

Members of the Sub-Committee

The Sub-Committee should seek to attract members who can contribute to the areas that fall under its ambit. Such members may come from the following organizations:

  1. Private Sector Commission

  2. Head of Similar Sub-Committee from PSC Sectoral Members

  3. Head of the Security Department from Corporate Members

  4. Organizations or Persons (approved by the sub-committee) who do not comes from organizations listed in items 1-3 above and have the appropriate skills that can be used by the sub-committee. E.g Guyana Association of Professional Engineers, etc.

Modus Operandi

  1. The Committee should meet at least once every two months on a scheduled basis.

  2. The agenda for the scheduled meetings will be prepared in advance by the Executive Director (ED) in consultation with the Chairman and mailed to the members along with the notes/minutes of the last meeting at least five working days before the meeting.

  3. The Council shall appoint the Chairman on the Sub-Committee.

  4. Unscheduled meetings can be called by the Chairman via the ED or his representative to address specific emergency issue(s).

  5. The Quorum for any meeting shall be of no less than four persons excluding the Chairman.

  6. In the absent of the Chairman, the members present shall elect a Chairman for the meeting for that day.

  7. All recommendations made by the committee shall be ratified by the Council before being dispatched to the relevant authorities.

  8. In the event that the recommendation(s) cannot wait for the Council meeting, the Chairman with the assistant of the ED can round-robin the recommendation(s) and seek approval to forward the recommendation to the relevant authorities subject to ratification by Council at the earliest meeting.

  9. The Chairman with consensus from members may invite person(s) from related organizations to attend a meeting as a guest speaker or advisor on the topic for discussion.

  10. The taking of notes at the meetings is the responsibility of the ED or staff delegated to do so.
