Governance & Security

Terms of Reference 

  1. To develop and lead a team that can mediate, advice, advocate and communicate with all stakeholders on issues in relation to good governance at the national level and security for the business sector and at the national level.

  2. Attend to governance issues as it relates to the passage and implementation of relevant and appropriate legislations.

  3. Attend to issues from a Private Sector position on matters in relation to National and Regional Elections.

  4.  Attend to issues from a Private Sector position on matters in relation to functioning of the Town Councils and the NDCs.

  5.  Regularly meet with the main Political Parties to advise them on developments in the Private Sector and to hear their concerns on issues pertaining to National and Regional Governance and parliamentary affairs.

  6. Identify emerging security issues or threats and criminal activities that may be threatening to the lives and properties of the business community and the nation as a whole, and advice the relevant authority (ies) and stakeholders on the suggested corrective actions needed to mitigate such issues. This will include issues to be dealt with by the Guyana Police Force, Guyana Defence Force, Guyana Prison Service and the Guyana Fire Service through the Ministry of Home Affairs.

  7. Meet with Private Securities Companies and Organizations to discuss securities and external issues that are affecting the functioning of their businesses and also scope for improvement in the sector and security in general.

  8. In collaboration with the Executive Director and Technical staff of the PSC, prepare position papers on issues that need to be addressed by the Governance and Security Sub-Committee and present them to the Council for ratification and onward submission to the relevant authorities for their consideration and action.

  9. In collaboration with the Executive Director, Technical staff of the PSC and the Sub-Committee responsible for public relations, create public awareness program that will result in the practice of good governance being known by the business sector and nationally and to inform businesses and all sectors of the society on emerging security issues. 

Members of the Sub-Committee

The Sub-Committee should seek to attract members who can contribute to the areas that fall under its ambit. Such members may come from the following organizations:

  1. Private Sector Commission

  2. Head of Similar Sub-Committee from PSC Sectoral Members

  3. Head of the Security Department from Corporate Members

  4. Organizations or Persons (approved by the sub-committee) who do not comes from items 1-3 above and have the appropriate skills that can be used by the sub-committee. E.g Guyana Association of Private Securities Firms, etc.

Modus Operandi

  1. The Committee should meet at least once every two months on a scheduled basis.

  2. The agenda for the scheduled meetings will be prepared in advance by the Executive Director (ED) in consultation with the Chairman and mailed to the members along with the notes/minutes of the last meeting at least five working days before the meeting.

  3. Unscheduled meetings can be called by the Chairman via the ED or his representative to address specific emergency issue(s).

  4. The Quorum for any meeting shall be of no less than four persons excluding the Chairman.

  5. In the absent of the Chairman, the Vice Chairman shall be the Chairman or in the case when both are absent, the members present shall elect a Chairman for the meeting for that day.

  6. All recommendations made by the committee shall be ratified by the Council before being dispatched to the relevant authorities.

  7. In the event that the recommendation(s) cannot wait for the Council meeting, the Chairman with the assistant of the ED can round-robin the recommendation(s) and seek approval to forward the recommendation to the relevant authorities subject to ratification by Council at the earliest meeting.

  8. The Chairman with consensus from members may invite person(s) from related organizations to attend a meeting as a guest speaker or advisor on the topic for discussion.

  9. The taking of notes at the meetings is the responsibility of the ED or staff delegated to do so.
